If you are a small business owner wearing many hats, I've been there myself, it always seems there isn't enough time to do all the most important day to day tasks just to keep the business up and running and making a profit.
Not only would you need the time to handle all the on page optimization, you will also have to find time to perform the off page optimization. Everyday I receive spam email from some company promising to be able to optimize my website for $399, I really doubt it. There is way too much work to do to only charge $399 if you want to actually see some results and watch your web pages climb in the rankings. While the costs will range company to company, your money will be well spent. The more you spend, the better the results. It costs money to employ programmers, copywriters, web masters and staff to do a complete optimizations job. If you want professional results, expect to pay for it.
If your business is dependent on the World Wide Web for lead generation and sales or you know that your business will not survive if you don't have s strong web presence, you might have to consider professional SEO services. If you have performed SEO by yourself and have seen little or no effect, it is time to step up and pay to have an expert do it for you.
